Couple of interesting things about this guy. In the new World of Warcraft: Traveler series for young adults, the word for fisherman in Nerglish is "Flllurlokkr," so I'm willing to bet that this is a nod to that new part of the Warcraft universe.
Also, he's categorized as a demon, but he seems to have the appearance of a normal murloc, rather than one of the new fel variety. He even has the same appearance as Mrrgrl the Tide Reaver and Mutanus the Devourer. Maybe he's one of these new homunculi the Uncrowned's been dealing with...

The game data tunes Flllurlokkr for level 45, Legion content.
The map marks it with vignette 1,905, which the client hides once hidden tracking quest 46951 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(46951)) prints true when that quest is flagged for your character.
