TheWoWDBmight be a bug but Rakeera is not triggering for me.

Had the same problem. Restarted my client and the quest showed me where to go. For anyone having problem finding General Rakera, he can be found at 53/40 Zuldazar
Relaod Client or log off and back on. He is located at 52.95, 40.16 just across the bridge in Zuldazar.
