TheWoWDBYou can find him in the Bloodmane Pridelands areound 49,72 if you have the Coords addon. He is a lvl 101 elite and will spawn up to 5 or 6 Bloodmane Prowler's which focus you until they, or yourself die. They hit very hard in some cases, I got critically hit over 3,000 hp.
