i HATE this guy. but i found a combo that works every time.
all level 25, all rare.
Chrominius - 2, 1, 2
Clockwork Gnome - 1, 2, 2
Anubisath Idol - 2, 2, 2open with howl on chrominius. blast with surge of power. get thyself killed.
switch to gnome. build your rocket. launch it. die. respawn. hit him with metal fist. die again.
anubisath idol is up. demolish. one hit should do it. if not, demolish again.
profit.

->DeadIon Cannon is from a Mechanical Yeti, Menagerie Custodian or Darkmoon Tonk. Mechanical Yetis are great since they also have Call Lightning. Howl is on several pets (notably foxes), however any double damage debuff that lasts at least 2 rounds will do.
Same strat works for Greyhoof as well.
As of 5.3 this guy is definitely much more difficult. With the 50% damage reduction from [petability=956], and additional damage reflected back to you due to [petability=315], the most effective approach is to maximize large damage hits, rather than dots.
I tried a few of the methods suggested above, and this is what I found most effective-
1st pet: [npc=63550] [Rare 25]
-Lead with [petability=366]
-Fill with 1-2 [petability=110] only if you feel you will have enough health to cast an additional spell after
-Make your last cast before death [petability=362]
2nd pet: [npc=68846] [Rare 25]
-Cast [petability=124] first. Combined with the double damage from howl, the first hit will be massive.
-If your Kun-Lai Runt is still alive after Rampage, cast [petability=221]
3rd pet: [npc=48609] [Rare 25]
-[petability=293] till Gorespine is dead.
-If you don't have enough health left to charge up another rocket before launching, hit him with [petability=712].
