Perhaps this is supposed to be the equivalent to the Horde Kill Squad that is only attackable by Alliance elsewhere in the zone?
I am sorry I forget the NPC but there is a forsaken ranger rare that is also interrogating an Alliance NPC on Sylvanis' where abouts.

Level and Map Tracking
The game data tunes Houndmaster Ely for levels 10 to 45, Legion content.
The map marks it with vignette 847, which the client hides once hidden tracking quest 38712 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(38712)) prints true when that quest is flagged for your character.
