The Venthyr Champion (Follower) Kaletar for your command table is found in Torghast either in or after completing the Soulforges.
Most are finding her in Layer 2.
She was just outside of the wings to the right after I had completed my Torghast runs for the week. Screenshot submitted.
Obtained in the Soulforges Layer 2 - Level 2. Used /tar Kaletar to check if she was nearby. Did an hour of farming The Upper Reaches until i saw this comment, so i went and got her on my first Soulforge run
