I spent something close to twenty minutes looking for him in both the party phase and the afterparty phase, and he's now in neither (I assume he was in the circle with the other Keepers of the Grove before). I feel like he was put there by mistake (someone going through and looking for Keeper NPCs without realizing) and then hotfixed out and/or removed in Tuesday's maintenace.
