Koros does not show up until u have enough anima to upgrade your sanctum at the Sanctum Upgrades panel with Haephus
There has to be another way to find Koros and start this chain if you are NOT part of the Bastion Covenant, in order to get the Loremaster of Shadowlands Achievement. This quest is part of the Sojourner of Bastion aspect of Loremaster.
