TheWoWDBAs a rogue, I was able to shadowstep into the building he is in. The other NPCs in the building were attackable, but nothing else could be done. I had to wait for a player to walk close to get past Doahr (by shadowstepping to the player) at the entrance due to the invisible barrier there.

As a Void Elf, I used the racial "Spatial Rift" to teleport into the building (after exhausting the guard dialogue). Others were attackable, could only click on Meesk to hear the audio dialogue, but no other interaction was available. Might be different if you enter before speaking to the guard?
