First you need to get Bigger Fish to Fry, then relog and then you can fish Luminous Pearl from any pool in Broken Isles. When you deliver it he will appear next to Dalaran Fountain. If you have done this and nothing then go to the bank and he will appear as suggested here: https://www.wowhead.com/quest=40961/the-dalaran-fountain#comments:id=2381679
