This fight is more about finding the loose bolts rather than doing damage. Peeved goes into repair mode and is unable to be hit off and on. You can find a loose bolt and pull on it to make him stop, but only for a short period! He goes right back into repair mode off and on again. I ended up pulling loose bolts about 6 or 7 times before he was defeated and still at 70% health.

I'm not sure if anyone else around me was pulling on them. It was late at night and there were not many people helping, but it was hard to tell if they were trying to hit him still or realized that there were the loose bolts to pull. At any rate, concentrate on the bolts and not on dps because it seems that he can be defeated just by pulling on those loose bolts. You might have to damage him down a little for those to show up and you might have to do damage in between, but when he is in that repair mode, click on the loose bolts and pull!
