TheWoWDBApparently you have to get the quest from this guy to get the epic loot bag for the Community Feast event. If you don't get the quest, you can still participate and even loot Bisqus at the end, but you won't get the epic/purple event loot bag.

It's fine to pick it up after the event has started (never seen it on any other time than after it has started - I'm looking for what triggers it).
The NPC will give the quest only if you receive a task during the community feast. If you don't receive a task the quest will not show up (happened to me twice this week).
