This NPC appears as an Echo after he becomes a Paragon, similar to the Runecarver.
Though for him it's odd because Kalisthene became the Polemarch after him but she is just kinda standing not to far away doing nothing.
You DO NOT need to change covenants to complete this quest! Choose "<Ask Adrestes what happened in Elysian Hold.>" from the two options given.
You will be shown a video clip and when finished you will have completed the quest "The First Move", which you can turn in to Highlord Bolvar Fordragon, who is conveniently standing nearby.
