This has to be some sort of cheeky foreshadowing. They have stated in the past that upwards of 3-4 expansions are usually being planned at any given time, so this would check out

Level and Map Tracking
The game data tunes Ravyn-Drath for levels 10 to 45, Legion content.
The map marks it with vignette 636, which the client hides once hidden tracking quest 37537 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(37537)) prints true when that quest is flagged for your character.
