If you can't find Reed 'The Flirt' Fisc where he's supposed to be, make sure you've completed Defenders of Daelin's Gate first. The Ring of Booty is phased and close enough to mess with the building that Reed is in.
I returned to Freehold to try and collect the treasures from the maps. I no longer have the pirate hat and Flynn is not with me so everyone is an enemy. One small treasure chest is the is in a place called Ring of Booty on the western most edge of Freehold. Inside is this place is this NPC. He has killed me twice with only about four very quick attacks each time (I have 2784 HP currently). He also seems to be immune to Drain Life (Warlock).
