Hi all...I had to kill the three mobs standing on the platform at the top of the small set of stairs in order for him to spawn. Coordinates are almost identical to those above my post..44.5, 71.6. He doesn't hit very hard...ranged fight. I healed through it using blink. Interrupt his big bolt and you'll be fine.

The game data tunes Shadowcaster Voruun for level 45, Legion content.
The map marks it with vignette 2,230, which the client hides once hidden tracking quest 48692 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(48692)) prints true when that quest is flagged for your character.
