Soridormi patrols counter-clockwise around the focal island at the base of the Caverns of Time. She's outside the instance entrances, and far beneath the surface of Tanaris. (/target Soridormi never fails)
If, for whatever reason, you decide that the path/spec you chose is inappropriate for you and you want a different line of ring, you can exchange yours for another through her for a very modest 75g.
Her name was actually Saridormi in the War of the Ancients books, which was her first appearance long before being implemented into WoW. Kind of interesting.
