I feel like this mob is a reference to a certain evil organization. Cut off one head and two more will take it's place, or it could just be a natural behavior of hydras.
Either way, "hail HYDRA!"
When coming into contact with the Tide Behemoth splash pool, one tendril will attack you. When you defeat that, two more will spawn. When you kill those two, three final tendrils will spawn. When you've dealt with those three you can collect your loot!

The map marks it with vignette 721, which the client hides once hidden tracking quest 38217 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(38217)) prints true when that quest is flagged for your character.
