Ve'nish is found in any wing of Torghast, on any layer. You will need to accept a quest this NPC offers, as it is necessary to gain access to The Box of Many Things, which is the new Torghast Talent Tree system being introduced in 9.1.This NPC is often near the end of a floor, but to be safe you should search thoroughly. You can find Ve'nish on ANY layer of Torghast, so if you want the safest/easiest way to gain access to The Box of Many Things, simply enter a Layer 1 run of Torghast and find him.
Did a run on Skoldus, and a run in Upper Reaches on the first day of Live. Didn't see him.
Now that I've got the soul ash/cinders, i'll re run on layer 1s.
