I can't seem to find this NPC, when /tar zol and I mark him with a skull, he appears to be under some stairs....
If you have the quest Shakedown to slay 15 thugs at the docks, Zolani (next to the king) won't offer you The Port of Zandalar quest. If you abandon it (pick it up again later) the Port quest will pop.
