Purchaseable from [url=http://www.wowhead.com/?npc=15165]Haughty Modiste[/url] in Steamwheedle Port in Tanaris. Coming up from the south (from Caverns of Time), she's under a makeshift tent at the west entrance of the Port. This pattern is limited supply, appears to be longer than a 1 hour respawn timer from my observation.

i bought the recipe, turned in 2 quests right there in steemwheeldle and it had spawned again. Left to kill a bunch of pirates, came back and there it was again. I don't know if it's on a random timer or what, but I've gotten 3 recipes within an hour and 1/2. Edit: lol, in the time it took me to write this post, it had respawned yet again. :-)
