This item seems like a missed joke somewhere, like the Potentate should be a giant of some sort, to have a letter opener dagger this big (and the items it shares a model with are swords). However there seems to be no clear reference to anything in game nor any sort of cultural or entertainment reference.
I believe the joke is that potentate is compensating for his potency..
It's however the longest Dagger Model and Power Torrent (or Landslide...) have their greaphic spread out long over the model instead of curdled up in a little egg of pure particle effects.
Nocsyn's comment just reminded me of a scene about Sting from The Hobbit: An Unexpected Journey movie, heh.
