This quest has an unlisted pre-requisite which is aquiring the book The Codex of Xerrath
from the Thundering Isle, as described on Sealed Tome of the Lost LegionKeep in mind that the book only drops for a warlock while killing the rare spawns on the island but the book itself is not soulbound so you may purchase one on the AH if there is one.
