I can confirm that you WILL have to have your Heart of Azeroth necklace with you for the Heart of Azeroth button to show up at the bottom of your screen (not necessarily equipped, but at least in your bagspace). Mine was in my bank, and I had to hearth back and grab it before I could see the action button show up for this quest.
So if you're going back as a level 60 to do WQ so you can get flying in B4A (which is what I was doing), be sure and have your necklace with you first.

On THis WQ We need to use [spell=275825] ( will be on your extra action bar ) on blue patches/craters. You need to do 5 of them like that. Is on top of mountain
