TheWoWDBI recently did a faction transfer so had to re-do some of the BFA questing (Nazjatar, Mechagon, etc..) and couldn't find the quest giver for this quest after searching everywhere.
Turns out you can get it from [npc=49748] that sits beside the Stormwind auction house.

This is the starter quest for getting into Battle For Azeroth (BfA).
Just wanted to submit what helped me with the part of the Battle for Azeroth: Tides of War] where council didn't phase in the Stormwind Castle for me. I tried EVERYTHING then I got to an idea to do some quests tht might trigger the rooms to go back to normal, right after I did Where the Heart Is it seemed to work fine to phase me to what I needed to start the BFA quest that I got from the [npc=49748]. Hope that helps because I lost approx like 3 hours on this. Cheers!
