TheWoWDBOkay, I've tried every possible way to get this and its not possible. I have no idea why this isn't flagged as removed from the game. Because by all account it is.
This was replaced by the quest Battle for Azeroth: Tides of War. There's no way to get this quest. You can get the Tides of War version by talking to a Herald next to mission posts in SW and other capital cities.
Maybe they'll add it back when they add BFA to Chromie Time, but until then, there is no way to get it. You can replay the scenario The Battle for Lordaeron, but the quest before that is impossible to get.
It used to work like this. You'd get it automatically once you entered Stormwind.
The way it works now is that every new character get the Tides of War version, regardless if they've done Reckoning. I even tried it on a Starter Account.
You do the War Council -> Jaina -> You can level in BFA. Its the same if you're max level and never touched BFA.For any quest completionists. Pretty much how it works now is that you get Tides of War right away (Even at max level) since its 10-50 (60 with Dragonflight). Once you hit 50 (60) I believe you can then get A Dying World from a speaker in Boralus.
Fun fact: A Dying World is marked as obsolete, yet is still obtainable, this however is not.
