Don't go to try to see him if your faction doesn't have the fortress. You can't use the teleportation. Unfortunately tested:)
For those of you that like coordinates, Bluewolf is at 49.0, 13.9 (in Wintergrasp of course).
If you are not familiar with the combat zone, when your faction has control of an area you can use its teleporter by right clicking. There are teleporters all along the outside wall to get to the upper level, then one more on to the right of the big door to get in to the keep. Bluewolf is then in clear view inside the keep, to the left.
