TheWoWDBWeird, I got this quest at Renown 11, but I've had Dreamweaver as a Soulbind since... 5 or 6? 9 is the first upgrade for that Soulbind, even. edit: yes, was able to complete it, it's just the Soulbinding mini-cinematic.
