TheWoWDBIts not bugged. It seems to only count silver and above herbs (not bronze) so just need to keep farming until quest is complete.

I have multiple herbalists and for some reason only one of them were offered this quest this week. Seems to be bugged and flagged account-wide just like the Leatherworking weekly was last week.
For those wanting to know how much Artisan's Consortium - Dragon Isles Branch rep this weekly quest gives, it gave me 500 reputation (without reputation boosters such as DMF's Whee buff, holiday rep boosters, human racial booster, etc). The quest text displays the 75 Valdrakken rep reward but does not display the consortium reputation you'll gain from completing the quest until you've turned it in and it will display in your chat pane. It requires the 8 Bubble Poppy you turn in to be a rank 2 (meaning the two silver diamond quality) or higher. This quest is a weekly for people with the Herbalism profession.

Description
<Agrikus shouts at you.> I have no more poppy tea! ...Oh, you're not one of them. Praise the Titans. Someone made "Bubble Poppy Tea" the most fashionable drink on the market this week and I've sold out of the herb completely. Please, could you bring more poppies before they return in droves?

Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
