TheWoWDBI would guess that this replaces the 4th "defeat this person" daily for the Chi-ji dailies after you finish the chain needed to complete Champion of Chi-Ji (Listed by Calesta on that achievement page)
This is because, you have defeated everybody already and you can't just do the chain again but a 4th daily has to exist for reputation. Thus you are just given a generic NPC to fight. Also, it gives the same rep as the other quests which strengthens my guess.
EDIT: Confirmed by commenter bbzm and myself, this is the case.
