According to the 3.3 PTR notes, updated on 20 October:

Gaining reputation with the Ashen Verdict in Icecrown Citadel will grant players access to upgradeable rings from Ormus the Penitent. Players can switch between the type of ring (melee/caster/tank/healer) at any point in the upgrade path for 200g.

This is the initial quest offered by Ormus the Penitent upon reaching friendly station with The Ashen Verdict. It allows a choice between four rings that are upgraded with each new reputation level (the upgrades are not yet in the database), much like the Violet Eye and Scale of the Sands rings.

At Revered level of reputation, each ring attains a proc that lasts 10 seconds and has the standard 45-second internal cooldown:

  • Frostforged Defender-When struck in combat has a chance of increasing your armor by 2400 for 10 sec.

  • Frostforged Champion-Chance on hit to increase your attack power by 480 for 10 sec.

  • Frostforged Sage-Your offensive spells have a chance on hit to increase your spell power by 285 for 10 sec.

  • Item - Icecrown Reputation Ring Healer Effect-Your helpful spells have a chance to increase your spell power by 285 for 10 sec.

Ormus:

To atone for the sins I committed as one of the Lich King's Death Knights, I've dedicated myself to creating rings of great power for our brothers and sisters to use in the struggle.

You've proven yourself as a valuable ally in the fight against the Scourge, <name>. As your dedication continues I can improve upon the ring's original design.

Choose your path carefully. A change of heart will come at a price.

  • Ashen Band of Courage (tanking)

  • Ashen Band of Vengeance (physical DPS)

Update (11 December 2009): Added the correct names of the revered and exalted upgrades to the ring, along with temporary mmo-champion links and corrected the rep level that grants the ring a proc (revered).
Edit: Added quest text, ring procs and corrected the links for all friendly rep level rings (thanks to Aladael for pointing that out).
