For Immersion addon users:
I was stuck on this quest. I couldn't talk to the covenants, but after disabling the addon, it worked.

Your main question is ……. Which Covenant to choose?. Im gonna explain you this in the next big text.
--------------xxxxxxxxxxxxxxxxx--------------------xxxxxxxxxxxxxxxxxxxxx--------------------xxxxxxxxxxxxxxxxx-------------
But before going deep into the greatests covenant for your class/spec, I will drop you here two links to another two interesting themes that you may want to look later (check into the comments):
- The Covenant experience, how your Sanctum and all covenant stuff works
- How and in which way level up alts and how this impact into your gameplay and covenantAnd remember to upvote this comment with the arrows in the left if you find it useful. (thanks)
----------------xxxxxxxxxxxxxxxxx--------------------xxxxxxxxxxxxxxxxxxxx-------------------xxxxxxxxxxxxxxxxx----------------WHICH COVENANT SHOULD YOU CHOOSE
This post is for people who wants to know which Covenant is the best for their class/spec.
I wont reproduce any guide out there, because I think those are wrong.
Are wrong because guides only focus in one way, and there is 3 things you must check in order to choose covenant.FIRST THING – the 2 abilities, class and zone.
SECOND THING – the traits that Soulbinds will give you
THIRD THING – the map.
You must consider the first thing and the second thing as your new talents in shadowlands. And as in your talent three, there are talents that are abilities with and use and cooldown, and there are talents that are passive procs or buffs.
Traits from soulbinds are those passive talents and covenant abilities are those on use talents.
You must take both into consideration, otherwise you will be wrong when you choose. But, even if you take both things into consideration, you will probably fail. And I will tell you why, and there is no guide out there that will tell you this. First reason is that even if you do numbers and simulations, the best of the covenants for your class/spec is in real not way better than the second. The difference could be a 2%, your character will be 2% more powerful, but you know, normal players wont notice the difference.
The second reason is that the best covenant for your class/spec the week the game is launched will be one, but two months later will be another one, etc. Think about how many other systems in previous expansions were always tuned up or down, nerfed, changed, over the time. Think about corruption effects in the last patch in BfA, how the “best corruptions” for each class/spec changed over the time.Soooooo, in real, choosing your covenant due to the FIRST THING or SECOND THING is a wrong way. And even been possible to swap, is not a fast and easy thing, even more if you have to do it every two months for your eleven alts.
How to choose then? I will give you my opinion after leveling several characters with different covenants. Use the THIRD THING.
In the travel to level up your first character you will explore all maps and at the end you will have one-two map you like and one-two maps you don’t really like.
The covenant you choose is linked to one of those maps. Choosing a covenant will make you play A LOT of time into that map.
And that will no change over the time.
After six or more months playing in a map you don’t like will make you to hate yourself for chose that covenant for that stupid spell or trait that doesn’t really make the difference (imagine if its nerfed). To the ones out there claiming to choose a covenant for alts because the trait that makes you “earn” fish, meat, ore, cloth, gems, etc. Don’t be dumbs. We already had that, those things you made your followers equip in BfA and that will bring you back materials with missions. Don’t you remember?. Don’t you remember HOW MANY materials bringed back in real? Don’t fall into that trick again buds.
To the ones out there claiming to choose a covenant for alts due to the Queens Conservatory (new pandaria farm) to earn materials, I can tell you is not that great in real, you can see how this Farm works CHECK THIS SHORT VIDEO. Or check the comments in here..

If you get stuck where you have talked to all four and it still won't let you finish. Try logging out and back in. That seemed to fix whatever hang up the quest was having for me.

What to do
Description
Each covenant is vital to the Shadowlands. Though they have been isolated and divided as of late, the Purpose depends on the success of their efforts. All of the covenants must bolster their strength to face the threat of the Banished One. But your contributions cannot be divided. They must be focused upon a single path. Other mortals may make a different choice. Speak to your potential allies. Then make your choice at the map of the Shadowlands before me.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
