[npc=115546] in Shattrath's Lower City offers two quests for six recipes; when you complete the quests, you can buy these recipes anytime. These recipes were originally from Weaponsmithing trainers and unobtainable since Cataclysm. You must retrieve different elemental cores from NPCs around Outland:

I have this and another quest like it on a 99 paladin. I do not have the Legion Blacksmithing Skill "yet" so no matter how many times I kill these monsters (That do NOT scale to lvl btw. I'm 99 and they are all skulled to me. I can kill them with time though) They drop nothing. No quest item. No greys. Nothing at all.
