The cache is found to the left and outside of the cave (Basin Hideout) found in Dragon's Teeth Basin. If you open the map, it's near the SE corner of that triangular peninsula just east of the Alliance base, Mezzamere. If you run by a number of Volatile Tide Surgers, you're heading in the right direction.
