For those of you who are sneaky like me, if you get to 100% by sinking boats and torching the siege weapons, and it doesn't complete, kill a quest mob, and it will complete. I ran around for 10 minutes trying to figure that out. Hope it helps!

And if you did not do this bonus quest, in the first place when you was there, well just head up to Iron Docks, Goregrond and then use your [item=119093].
I did not find any other way to get in there again. But you can how ever get back to garrison again by talking to [npc=90188] he stands at (Which will take 3 min 12 sec to get back to Lunarfall Garrison, just so you know if its worth waiting for the HS or not.)
/way 52,87 9,50Since i do not play anything but Alliance, im not sure if this also counts for the Horde.

Where this quest fits
Before this quest
Taken from the quest's prerequisites.
- Garrison Campaign: War Council
Your garrison is in an uproar. King Varian Wrynn himself is visiting your fortress to discuss your invasion plan for Tanaan Jungle. The King is ready for you inside your town hall along with his full retinue. It would be wise not to keep him waiting...
