This quest requires the Qiraji Regal Drape, which can drop from any early boss in the Ruins of Ahn'Qiraj, as well as idols and scarabs which can either drop off trash or can be found inside Scarab Coffers.
Even though it is obtainable at any reputation level, players must reach Revered with the Cenarion Circle before being able to complete this quest.

It seems like this quest can no longer be completed. I've picked up the quest, gotten the materials, I'm exalted with Cenarion Circle, and revered with Brood of Nozdormu. The quest giver has a question mark over his head but the button to Complete the quest is disabled. I've tried abandoning it and picking it up again, no change.
UPDATE: I finished the quest. This quest, and the other "gear quests" related to Ahn'Qiraj all show as having the quest requirements completed as long as you have looted the items - in other words, you don't actually have to have the items on you for them to show the completed question marks. My mistake was I had the items, but in the bank. Make sure you actually have the items on you.
I just completed this today and got 500 rep with Cenarion Circle, rather than the 250 that are listed here. My character is currently level 85.

I'm glad to hear you're aiding us in our attack on Ahn'Qiraj, {name}. I can make you a protective item that'll be of assistance in the fight against our enemy, {class}. I shall need a Qiraji drape, which I'll resize for you of course. I'll also need idols and scarabs which I'll use to create a suitable clasp. I promise you won't be disappointed.
