These rocket schematics are purchased with the Coins of Ancestry you get from the Elder quests found in Moonglade during the Lunar Festival. The recipes are Bind on Pickup, so if you're not an engineer, they won't do you any good. You won't be able to mail them to an alt or sell them on AH.
The set of three can be purchased for 5 Coins of Ancestry from the Lunar Festival Vendor standing next to the Elune's Blessing quest http://www.wowhead.com/?quest=8868 giver Valadar Starsong http://www.wowhead.com/?npc=15864 in Moonglade. The coords for the quest giver and the Lunar Festival Vendor standing next to him are 53.2,35.3 in Moonglade.

Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
