Is there a prerequisite for this? I'm lvl90 horde, using Quest Completist to finish any/all quests in Northrend... pretty close to finished but Rhonin isn't showing a ! above him.

Description
Listen to me, {race}. It's just been brought to my attention that there's been an incident at the Violet Hold. It would appear that the blues are launching a full scale invasion of Dalaran! I need you to get to the prison and speak with Lieutenant Sinclari at once. She'll give you the details. That is not all. I need this handled with utmost discretion. We mustn't alarm the citizens of Dalaran if it can possibly be avoided. Do I make myself clear? Very well. Now, go!

Inside the dungeon: The Violet Hold
Among the ornate spires and enchanted streets of Dalaran, a dark presence stirs within the mighty walls of the Violet Hold. Long used to restrain threats to the city, the tower holds row upon row of deadly inmates, and it has been diligently watched over by the Kirin Tor.
