Don't you have to talk to Lieutenant Sinclari before she will start the wave attacks? The ones the guards are fighting are just for lore and show. The true boss waves won't start until the guards are gone and the door closed.
You have to talk to lieutenant Sinclari again and went through all the available option. Then the guards will disaper, that is when the wave start. I went through about 10 waves then one of the boss kill me. I did not completed the quest.

Description
My forces are in absolute shambles, and Malygos' assailants just keep coming. I fear that the worst has yet to come. You must engage them until their leader, Cyanigosa, comes. Only her death will stop the invasion and save Dalaran. Speak to me again when you are ready.

Among the ornate spires and enchanted streets of Dalaran, a dark presence stirs within the mighty walls of the Violet Hold. Long used to restrain threats to the city, the tower holds row upon row of deadly inmates, and it has been diligently watched over by the Kirin Tor.
