I needed to complete the Argus questline until Khamir spawns after Xera is "recovered" after that I had both the Empyrium deposit chunk and seam chunk drop shortly after.
RNG to drop off mining Empyrium nodes found Argus.
Take the item back to the Vindicar and turn into Khamir <Master Blacksmith>
He is located 42, 75 on the lower level of the Vindicar to the right of the Void/Light forge.
