...Have you tried setting the dungeon to Non-Heroic/Normal? I got into it just fine (though it was for my Scythe on my 85 Lock.)
At level 20 which is the earliest you can pick up this quest, the staff has lower stats than the Heartboiler Staff obtained at level 15 from Ragefire Chasm (it has 0.3 dps, 3 stamina and 1 vers more, with an additional 3 haste).

Description
You are a true servant of Elune, an example to our people, and stalwart servant of the Alliance. The Temple of the Moon and the court of Stormwind wish to honor your achievements. We have commissioned the royal enchanter to create a staff for you. The materials for your staff can only be found in the cursed Shadowfang Keep in Silverpine Forest. Travel there and find the lost holy symbol of Commander Springvale, a supply of moontouched wood, and ghostly essence from the spirits haunting the keep.
