I didn't find the Banshee didn't really do anything. Just kill Scarlet NPCs and it will count towards the total.
I picked Emalora, not sure if there is a difference. She assisted with Shadow Bolts, and you can have her use Banshee Wail, which doesn't always work. While attacking Lieutenant Hawlsey, I used Banshee Wail, and he said, "You think a little screeching can intimidate me?", which I though was really amusing.

Description
The Scarlet Crusade is recruiting. Apparently, when you want to blame all your problems on someone else, people flock to the lies. But that's a choice that they're going to live to regret. We're not the problem here. THEY attacked OUR home. Take one of the banshees with you. Between the two of you, those recruits will be scared to death.
