TheWoWDBIn order to acquire and turn in this quest, one must:
- Complete Spared from Madness.
- Start Deep Roots.
- Have Lashtail Raptor Egg Fragment in inventory.
- Have Lashtail Hatchling present while standing in the Bal'lal Ruins.
When all these criteria have been met, approach the quest item object for Deep Roots and acquire Bloodscalp Lore Tablet. At this time you may notice your Lashtail Hatchling run up to a pile of skulls. After doing this, he will have a miniature skull "in" his mouth and Favored Skull will be available from your hatchling. If this is a low level quest, the "!" will not show up unless you have "Low Level Quests" turned on so be sure to click your hatchling to acquire the quest.

I'm having the same problem here. She picks up the skull and carries it around for 5 minutes, but then just disappears without offering a quest. Update: You have to compete Spared from Madness before your raptor will give you the quest. And you have to logout before Osborn Obnoticus will appear (he's one of the 3 guys you rescue in Spared from Madness).
If you din't pick the quest while doing Deep Roots and now wonders where it is located, it's at 33.37, in Bal'lal Ruins, by the [object=57].

Description
Your pet raptor seems to have found a new toy: a skull, from a nearby troll skull pile. What sets this skull apart from the rest is beyond you, but for some reason, she won't put it down. Osborn Obnoticus, the gnome you saved from Kurzen's Compound, is an expert in troll history and physiology. Maybe he'll have some idea what makes this one so special.
