For some reason, the Candy Buckets mod places this elder way out in the middle of the ocean south of the Azure Span. At first, I thought maybe there was some sort of secret island out there that I hadn't heard of. I flew way out into the fatigue zone and got about 800 yards from the waypoint, but saw nothing. Luckily, I wasn't so far out that I couldn't turn around and fly back.
I looked up Lunar Festival elders and saw this one in Iskaara. Sure enough, when I did the turn-in at this elder, the Candy Buckets waypoint for it in the middle of the ocean went away.

The achievement Elders of the Dragon Isles can only be made during the [event=327] on the [zone=13642].
To do this, you must find all the elders and honor them by visiting them and completing the quest.
You will always get one [item=21100] and one [item=21746].
There are always two elders on one of the four dragon isles zones.
