TheWoWDBAfter reading all of the useless comments from add-on users I had to find this NPC myself, they are not at the obsidian bulwark, which is marked on the map, but above it. At the obsidian observatory. Took me about as long to write that as I'm sure it did to type some coordinates that aren't available in the vanilla game.

To find this one, go to the top of the tallest tower north of Obsidian Bulwark's flightpath. On the full-screen map, it should show as a circle just below the "W" in "Bulwark". At the base of that tower is a courtyard with a fountain, and the Elder is standing next to the fountain. Hope that helps!
