Simply follow the ramp up out of the horde area, and hug the right wall, past the stairs that lead up to the alliance area (don't go up it). Maybe 20 yards past the stairs along the wall is where you'll find it.

REALLY sensitive tracker.
I got to 90/100 in a corridor & looked for somewhere, on a different level that would be the right location. But all I needed to do was take one step to the side (93/100) and then a second (100/100).
So if you are close, try stepping to each side of the corridor & see what it does to your tracker.
Bugged for me, Twisting Nether EU. My tracker showing zero wherever i go...

Description
We have detected several... anomalies in these mines, of an arcane or spiritual nature. They are disrupting our attempts to discern the nature of the magic used in the spirit binding rituals here. They are quite elusive, but we've managed to isolate the arcane signature of one of these anomalies, and one of our mages has enchanted this bauble with its signature. Take the bauble. It will begin to glow more brightly as you approach the anomaly. Once you reach it, you can use the bauble to draw it out.
