Grab the speed boosts (you can still grab them even if the AI already did), stack them, and avoid oil spills. Skip a speed boost if necessary to avoid the spills.

Not to complain about a single quest too much but I would avoid this one unless you have an extra 30 minutes to spare. The AI is in overdrive and makes no mistakes. You on the other hand don't know where the race is going, hit tar pits that just appear in front of you the last second. One good thing is: You can run through the golden boot a few times and speed things up quite a bit
I found it way easier to complete when I viewed the race from a top-down camera angle.
Just prior to the starting the race, set the camera in settings to remain fixed above your head, looking down, at max distance:Settings > Interface > Camera > Never Adjust Camera
Much easier to spot the tar pits, avoid barriers, and better set a course between speed boots.
