If you choose a different Netherwing Drake as your free mount but then want this purple one for the 'Awake the Drakes' achievement which rewards an Emerald Drake, it and the other four can be purchased for 200g each from Drake Dealer Hurlunk in the base camp on Netherwing Ledge.
Malfas himself is located in Shattrath City (Lower City) at 65, 18. This quest allows you to get a free Netherdrake mount. This paticular mount is the Purple Netherwing Drake.
