You get this quest by killing a Blackblade Racketeer and looting the quest item, Suspicious Weapon. If you're doing Blackblade Betrayers on a stealther, don't bypass the Racketeers. Otherwise, you won't get the next story quest and you'll be stuck.
After you accept this quest, Kael'thas will have There's Always A Paper Trail for you as well.

If you get stuck trying to find this quest, don't worry. All you have to do is kill a Blackbale Racketeer and the breadcrumb item that starts Maldraxxian Weapons will drop, even if you've already turned in Blackbale Betrayers.

Description
