Mission Report: The Wolf's Den

It took me a while of wasting time to figure this out. When I got this the quest turn-in was shown at The Wolf's Den in Tiragarde Sound. I went there and nothing was there so I thought it was bugged. I went back to the ship with the mission table and was able to turn it in to Nathanos there and got the quest The Wolf's Den to go back there. Doh!

Here is how this works:

1.

2. You buy [item=162530] from [npc=135447] (The Honorbound emissary)
   /way Zuldazar:Zandalar 58.06 62.66 The Honorbound Ransa Greyfeather
   /way Dazar'Alor:Zuldazar 50.08 99.66 Ransa Greyfeather

3.

4. It unlocks follower mission [mission=1880] ([item=161121])
After 3-6 hours you can take a quest Mission Report: The Wolf's Den.
If you had full bags, check your post for the item
5.

6. Following quest The Wolf's Den is to go and build outpost.
Outpost is located in Tiragarde Sound (North at 62.23 13.42)
   /way Tiragarde Sound 62.23 13.42 Wolf's Den
This steps unlocks windrider in Tiragarde Sound <= map

7.

8. Now you have to wait for the next Rare follower mission [mission=1957] to pop up
After 3-6 hours you get [item=163507] Mission Report: Wolves For The Den quest.

9.

10. Following quest Wolves for the Den is upgrade outpost quest for this outpost

Years later, I have still never been able to pick this up on my main, and none of my characters have done it, since it's account wide. The item is simply not there. If anyone has any tricks, would be grateful!
